The former social minister Hasan Ademov caught a change with the insurances, which no one emphasized so far.
In the management program of the non-coalition, it is written that there will be no increase in taxes and social security contributions – this is indeed the case, but the social security base is being increased, Ademov said in an interview for BNT.
Insurance costs for both personal and employer contributions are increasing.
“This should have been said before the election, not after – before the fait accompli to raise the insurance base. In an environment where a food crisis is looming, to increase the minimum insurance threshold for farmers, tobacco growers and self-employed persons means that the measure is not well thought out,” the DPS social expert also pointed out.
The three budgets – the state budget, the DOO and the NHIF, must respond to several extremely serious challenges – the demographic problem, inequalities, the risk of poverty and the income policy, commented the former long-time deputy and chairman of the social commission in the National Assembly.
However, according to him, the efforts to solve these problems are too timid.
“We are far from the average European incomes. As for poverty and the risk of social exclusion – at the end of June, Eurostat came out with a statistic according to which every third Bulgarian is at risk of poverty and social exclusion, and this cannot be overcome only with financial resources,” explained the deputy.
According to him, the worrisome thing in the budget of DOO is that in the long term the pension system is threatened and it is no coincidence that the managers have stated that by the middle of next year they will prepare an analysis and take measures.
“One of the serious topics in social policy is whether to support in a targeted manner those who are most in need or to give out aid in a blanket manner. If there is no targeting, no matter how great the financial resource is, it is not enough,” Ademov pointed out.
He added that huge efforts are required to reform the social assistance system. According to him, it should be arranged in a way that supports individual needs, not needs in general.
“In recent years, especially in the turbulent previous several parliaments, there were generous donations from politicians to voters, on the basis of which an extremely high price is now being paid. For example, BGN 2.5 billion more are the expenses in the budget of the DOO. This it’s not bad, the problem is that the transfer from the state budget to DOO continues to grow,” he said.
