The former deputy the regional governor of the Varna region, Alexander Nikolov, filed a lawsuit for BGN 1 against the mayor of the city, Ivan Portnih, for defamation and damage to his good name. Nikolov himself, who is currently an MP from the parliamentary group of “We continue the change – Democratic Bulgaria”, announced this on his Facebook profile.
The filed lawsuit is about what Portnich said at a press conference on September 23 of this year, in which he participated together with the people’s representatives Slavena Tocheva, Pavel Hristov and Branimir Balachev.
During this press conference, Portnich said the following:
“When we see the road companies sabotaging the street repairs at their final, we will remember that another lawyer – Alexander Nikolov, a lawyer of one of them, was Kotsev’s deputy in the Regional Administration. We have witnessed all kinds of obstacles in the management of the Change – except for the Court palace, we have repeatedly submitted a request for additional funding for key projects for the city, which we have not received. We see incompetence, sabotage and demagoguery, Ivan Portnih pointed out.
In the past, Nikolov provided legal services to the Hidrostroy company, which, together with several companies, has been working on infrastructure, construction, road, landscaping and other projects in Varna for more than 20 years within the framework of continuously renewed framework contracts.

Back in March 2013, the State Financial Inspection Agency published a report that contained disturbing data on public contracts awarded by former Varna Mayor Kiril Yordanov to the group of companies in question, including Hidrostroy. However, after taking over the unfinished mandate of Yordanov Portnih did absolutely nothing to protect the public interest, and in a different configuration, the same companies continued to carry out the public procurement of his administration to this day.
“I do not wish to enrich myself financially from the words and actions of Ivan Portnich, but I protect my name from people like him!” Alexander Nikolov wrote on his Facebook profile on the occasion of the filed lawsuit. As a plaintiff, I declare, that on the basis of texts from the Civil Procedure Code, the defendant Ivan Portnih, can benefit from recognition of the claim! Considered to have filed the claim, I will take advantage of my right to respond in any media, for each individual case in which the defendant Ivan Portnih mentioned my name, together with facts and circumstances subject of the claim against him! I believe in the rule of law, and that one lie should not be allowed to be repeated a hundred times!”, Nikolov also wrote.

Yesterday (September 26), Ivan Portnich gave a surprising briefing, in which he called “swindlers, oligarchs and millionaires” both some of his political opponents in the upcoming election campaign as a GERB candidate for a fourth term, but also some of the most serious construction contractors in Varna united in the “Citizens’ Alternative” platform. She nominated one of the biggest construction entrepreneurs in Bulgaria, Hristo Dimitrov, as a candidate for mayor of Varna.
