Ivanka Dineva is the new executive director of the Executive Agency “Medical Supervision” (IAMN), announced the Ministry of Health.
It is added that the Minister of Health, Hristo Hinkov, has decided to change the management of the IAMN in connection with the upcoming restructuring of the agency and the separation of the Executive Transplantation Agency into an independent structure.
Why is it a problem that hospitals praise GERB’s candidate for the health fund
Until now, the post was held by Prof. Rosen Kolarov, who was appointed in March 2022, when the coalition government with Prime Minister Kiril Petkov was in power, and the Minister of Health was Asena Serbezova.
In July, she was the candidate of GERB for the manager of the National Health Insurance Fund (NHIF). On several occasions during the hearing, Dineva expressed displeasure against “Capital” publications about the fact that in the last 10 years she was simultaneously an advisor to the Minister of Health and, at the same time, a lawyer for large and small hospitals, whose principal is the Ministry of Health and whose funds are distributed by the health fund.
Dineva confirmed that she was a consultant, but not while holding a public office, and therefore believes that she is not in a conflict of interest. In the end, she withdrew her candidacy, and Stanimir Mihailov, who was a proposal of “Continuing the change – Democratic Bulgaria”, was later elected as the head of the NHIF.
From December 2020 to September 2022, Ivanka Dineva was the director of the Metropolitan Health Fund, from where she was dismissed on disciplinary grounds for two reasons, “Capital” recalls. One is that she asked the state hospitals to write for themselves how much money they want to receive from the NHIF, and did not distribute it according to transparent criteria, which is her duty as director. The other is that she used the capital’s health fund as a political cudgel against doctors uncomfortable with GERD.
