The overdue debts of medical facilities for hospital care with over 50 percent state participation in the capital as of June 30, 2023 amount to BGN 59.9 million, and their total liabilities amount to over half a billion BGN (BGN 563.7 million).
The data is provided by the Ministry of Health in response to a parliamentary question by the Chairman of the Health Committee in the Parliament, Kostadin Angelov, who is also a former Minister of Health in the last Borisov government and a former director of Aleksandrovska Hospital.
For comparison, at the end of June last year, state hospitals had overdue debts for BGN 118 million, almost twice as much compared to June this year, according to official data.
The National Specialized Hospital for Active Treatment of Hematological Diseases (SBALHZ) now has the most arrears – BGN 11.9 million, but these have also been reduced by BGN 4.3 million for the year. Still, the overdue debt represents nearly half of its total liabilities, which are BGN 27.5 million.
In second place is MBAL “Hristo Botev” Vratsa with overdue debts for BGN 9.2 million and over BGN 17 million in total. Vratsa’s children’s ward was left without doctors for a month from August to early September after five pediatricians and eight nurses submitted their resignations. As a reason then, in front of the media, they indicated a number of reasons, including the low remuneration for their work. In a year, the arrears of this hospital increased by BGN 1.6 million or about 20 percent.
The three other hospitals that do not repay their debts are “St. Anna-Varna” MBAL with 7.8 million BGN overdue debts, “Prof. Dr. Paraskev Stoyanov” MBAL in Lovech – BGN 6.6 million and “Lozenets” hospital (the former Government Hospital – note ed.) with BGN 5.8 million. The debt of “Lozenets” Hospital grows by 75% in a year.
The Ministry appointed a procurator in “Pirogov” due to debts of over BGN 16 million.
The debt of these five medical institutions, which lead the list of outstanding debtors, totals over BGN 41 million, which represents nearly 70% of the arrears of all state hospitals.
The biggest emergency hospital in our country “Pirogov” has no overdue debts, but only a total of BGN 62.8 million. In June 2022, its debts are BGN 70.52 million, and BGN 17.4 million are overdue, according to the comparison of the data. It is precisely because of the hospital’s arrears that in June 2022 the Ministry of Health appointed a procurator to review all contracts and present a recovery plan in order to improve financial discipline at the hospital.
The official cabinet activates the granting of a BGN 35 million loan to Alexandrovska hospital
As of June 30 of this year, “Alexandrovska” has BGN 5.6 million in arrears and BGN 48 million in total. For comparison, by the end of 2021, the total debts of the oldest hospital in Bulgaria to suppliers and creditors was BGN 57.9 million, of which BGN 37.2 million were overdue.
After an analysis at the end of August 2022, it was found that “Alexandrovska” is at an “unprecedented risk” of falling into insolvency. This forced the then acting minister, Dr. Asen Medjidiev, to implement the decision of the “Petkov” cabinet from July 22 and allocate BGN 35 million to repay the hospital’s overdue debts.
