“Arbër road is incomplete”, Mziu accuses the government: Record price! Balluku: It has changed the lives of citizens
Democratic MP Xhelal Mziu has asked for an interpellation with the Minister of Energy and Infrastructure Belinda Balluku about the progress of works on the Arbër road.
While calling it a corrupt project, Mziu said that the road does not even meet the minimum conditions to be a link between the cities. He added that the Arbër Road captured a construction cost of 336 billion euros at a time when half of the axis was built before 2013.
Mr: “There is no Albanian who does not know that it is corrupt. The Arbri road, even to this day, remains a road left behind, or a dream for the people of Dibran, Matjan, and Bulgizak. Not only is it not over, but not even half of that road is over. We are not talking about the financial effect. When you look at it in 3D, it looks like it’s a modern road, but in the few segments that have been finished, it’s a shame to call them national roads. That road does not meet the criteria of connecting to a city and no longer being an international road. In every election, they went to finish the works, but the road is not even 50% finished. For the Arbër road, they said we will give it to the private person because the private person has the money. It was said that the financing will be given in 13 years and the road will be finished in 3 years. The starting dates are many, but that road was connected with a 336 million euro contract and it was a record price for this level of roads, with half of the axis finished before 2013. If we look at the Arbër road and the contract, it should have finished in 2021. The Prime Minister declared that the road would be finished before the deadline, but not only was it finished, but even today 50% of the road is finished“.
The Minister of Infrastructure in response to Mziu said that the Arbri Road, which is not finished yet, according to her, “changed the lives of the citizens of Dibra”.
Balluk: “I would like to start not with the technical elements, but with the political demagoguery that has been used so far by the requester of the interpellation. If this road is so important, I don’t understand why the requester of the interpellation did not push his party members to make this road so important. This road started to become so important after the Rama government did the proper studies. To come to Foltore and say that the streets have remained streets, this is a great abuse. Today, the people of Dibran and the people of Bulgiza know very well how their lives have changed. The gentleman also knows that when he came to the campaign he came and returned within the day. As long as he says the wrong things this is not a problem. In 2018, the public private partnership concession contract for the improvement, construction and maintenance of the Arbri road was approved. The Arbri road consists of a 70 km long main track which connects the outskirts of Tirana with the existing road. As well as from 2 connecting roads. A total of about 75 km of roads, of which 20.12 were built in the years 2009-2011. The value of the concession contract is 33 million and 600 thousand ALL. For the period July 2018 to May 2022, works worth 26 million were carried out. For the period 2018-2022, the amount of 9 million and 900 thousand ALL was financed from the state budget. There are no extras and there will be no extras in this contract. The postponement of the construction deadline has come for a number of reasons. An additional construction time of 17 months has been requested, taking into account the period of suspension of works in the Murrizi tunnel according to the original project. The construction time was 44 months, combined in 61 months, i.e. with an additional 17 months. Currently, we are in the 46th month where we have guaranteed the progress of works with pace and quality and the fulfillment of construction standards”.
