Alibeaj draft law in the Assembly: Spaç Prison and Tepelena Camp to be turned into National Museum
The Chairman of the Parliamentary Group of the Democratic Party, Enkelejd Alibeaj, announces that the Democratic Party has submitted yesterday a draft law for the transformation into the National Museum of the Spaç Prison and the Tepelena Camp.
The draft law includes the signatures of 27 deputies, while Alibeaj adds that these prisons should be transformed into an awareness-raising memory for the present and the future of Albania.

Yesterday, the Democratic Party submitted a draft law for the transformation of Spaç Prison and Tepelena Camp into a National Museum.
The historical memory of a country that was overthrown by the communist dictatorship for almost 50 years is a necessity for the bitter past not only to be recognized by the younger generations, but also to become an awareness-raising memory for the present and the future of Albania.
The Democratic Party has in its genesis that part of society that during the years of communism was killed, exiled, imprisoned and persecuted in the prisons and wild camps of Europe. These 30 years have been a clear indication that in addition to what has been done for this layer, there are still many contributions to be made so that lessons can be learned from the dark yesterday for today and the future.
The draft law submitted yesterday also serves this purpose. As a service to the historical memory of Albania and as a respect to the thousands of citizens and their descendants who suffered the terror of the communist regime.
Meanwhile, the socialist Pandeli Majko read 18 changes made in the draft, which the Assembly proposes to SPAK, but on the other hand, the head of the PD parliamentary group, Enkelejd Alibeaj, said that he and his supporters have their recommendations.
Pandeli Majko: The responsible structure of the Assembly has helped me with the resolution. It is a resolution made for the first time on the structure of corruption and organized crime. I want to say that this is an open document. What I want to say as a rapporteur is that we must be careful, because the SPAK and other justice institutions in relation to the Assembly have the characteristic and differ only in providing reporting. They are not subordinate bodies of the Assembly. I want to say that in the first two chapters of the resolution I did not make a change from the version you sent by e-mail, but the last changes came to me yesterday. There are a total of 18 changes, where there are changes at almost every point. “Increase the speed of investigations. To take measures to increase public transparency, and more transparency in the way of handling issues “, is one of the recommendations of the Assembly for SPAK.
Enkelejd Alibeaj: I have a case for procedure. What Majko read I believe is a re-enactment of all the recommendations made in the first draft. Majko did not read it, but one of the main issues discussed when the SPAK leader came and reported was the fact that senior political representatives at a series of political-party events issued clear public signals to intervene in the SPAK activity. There were clear and clear signals to the SPAK on what to do and what not to do. To be honest we have to admit that justice reform, one of the problems he claimed to solve was the distancing and eventual removal of politics from justice.
Those public interventions of the Prime Minister, Minister of Justice, for concrete issues, to inject not only in public, but also in the ranks of SPAK the fact that the government is the one that monitors the justice system destroys justice, success, trust of people in SPAK. Political exponents should never articulate anything in public about topics pertaining to justice, but Rama and Manja have done so without any scruples.
We must not only be self-restrained, but we must first meet this requirement of the justice system, remove any signal of interference in justice, and seek measures to be taken for such interventions of power. And by the way, we also have some recommendations based on the first version of the draft. We will deposit them so that they can be included.
